
Human rights reports indicate that Iranian authorities executed at least 286 people in various prisons across the country during November 2025, averaging around 10 executions per day, or one person every two and a half hours.
According to HRANA, in its monthly report on Sunday, 22 November 2025, the agency documented 268 executions carried out this month, alongside 9 new death sentences and 8 death sentence confirmations for prisoners in Iran.
The report highlighted death sentences against Zahra Shahbaz Tabari, Reza Abdali, Masoud Jamei, Ali Reza Mardasi, and Farshad Etemadi Far, all political prisoners held in Rasht and Ahwaz prisons.
Among those executed, one individual was publicly executed on 11 November at Haft-Tir Square in Yasuj, southwest Iran.
In September, the Iranian Psychiatric Association had warned, in a letter to Judiciary Chief Gholam Hossein Mohseni Ejei, about the wide-ranging psychological and social effects of public executions and called for an immediate halt to the practice.
HRANA previously reported that another 18 executions took place secretly in November, with news reaching human rights organizations only later, indicating that current figures represent a minimum estimate due to the judiciary’s policy of secrecy.
The continued rise in executions has provoked strong reactions both internationally and domestically. On 19 November, the Third Committee of the UN General Assembly adopted a resolution condemning human rights violations in Iran, with 79 votes in favor and 28 against.
The resolution focused on the increase in executions, worsening violations of women’s rights, the suppression of protesters, and the continuation of extraterritorial repression by the Iranian regime.
On 30 October 2025, UN Special Rapporteur for Human Rights in Iran, Maya Satto, stated during the Third Committee meeting that Iran’s widespread executions constitute crimes against humanity.
HRANA also previously reported, on the occasion of the International Day Against the Death Penalty, that from 10 October 2024 to 8 October 2025, at least 1,537 people were executed in Iran.
